2026 Cannabis Banking in Portland: Laws, Licensing and Market Status
Portland is the center of Oregon’s cannabis industry, with hundreds of locally licensed retailers, producers, processors and wholesalers inside city limits. It is also a market under pressure: record-low prices and persistent crime at retail locations have made cash handling and security top concerns for Portland cannabis businesses in 2026.
Portland’s Cannabis Program and Local Licensing
Portland requires a city cannabis business license in addition to a state license from the Oregon Liquor and Cannabis Commission (OLCC). The Cannabis Program, now part of Portland Permitting & Development, oversees regulation, licensing, compliance, community impact and social initiatives for the city’s adult-use cannabis industry. According to the program’s statistics page, as of April 3, 2026 Portland had 348 active cannabis licenses:
- 194 marijuana retailers
- 60 wholesalers
- 51 producers
- 39 processors
- 4 retail couriers
The same data show the strain on the market. The city issued 326 new and renewal licenses in 2025, down from 407 in 2023, while license surrenders rose from 9 in 2022 to 21 in 2025, and 136 licensees were enrolled in the city’s deferred payment program. In 2025 the program also received 60 new applications and 45 change-of-ownership applications, completed 384 inspections, issued 12 violations and approved 38 reduced-fee requests. Ownership changes are a key moment for banking, since a new owner needs fresh account documentation and BSA/AML review before taking over operations.
Public Safety and Policy in Portland
The city’s Cannabis Policy Oversight Team described 2025 in its annual cannabis policy report as a year of significant transition, persistent public safety challenges and mounting economic pressure. Although reported burglaries, robberies and vandalism at cannabis businesses declined year over year, retail locations continued to experience a disproportionate share of crime, especially during evening hours. The Cannabis Program convened two Cannabis Public Safety Forums in May and August 2025 to connect business owners with city and county partners. For Portland operators, every dollar that moves to an armored pickup or an electronic payment is a dollar that is not sitting in a store.
Portland Cannabis Taxes
Portland adds a 3% local tax on retail marijuana sales (City Code Chapter 6.07) to Oregon’s 17% state marijuana tax, for a combined 20% on recreational purchases, collected by retailers and remitted through the Oregon Department of Revenue.
Oregon Rules in Brief
Oregon legalized medical marijuana in 1998 and adult use through Measure 91 in 2014. Statewide sales fell 3.5% in 2025 to about $925 million as growers harvested a record crop, according to OLCC data reported by OPB. House Bill 4121 (2024) set per-capita license limits operative January 1, 2025, and in September 2026 the OLCC began rulemaking to reopen applications for license types, likely starting with wholesale licenses, that have fallen below those limits. See our Oregon cannabis banking page for more on statewide rules.
Federal Changes for Portland Cannabis Businesses
Effective April 28, 2026, marijuana under a qualifying state medical license and FDA-approved marijuana products moved to Schedule III. Portland’s adult-use businesses remain under Schedule I and Section 280E, and the DEA’s broader rescheduling proceeding was stayed in September 2026. Oregon Sen. Jeff Merkley leads the SAFE Banking Act of 2026, which remains in committee, so banks still serve Portland businesses under FinCEN’s marijuana-related business guidance.
